PROJECT OVERVIEW
Atlantic Shores South Project 1
NOTES: On October 29, 2025, Shell withdrew from Atlantic Shores Offshore Wind, a joint venture between Shell and EDF. Shell assigned its 50% stake to EDF, giving EDF full control over the venture.
On August 13, 2025, the New Jersey Board of Utilities (BPU) granted Atlantic Shores petition to terminate its OREC contract with the state for Project 1. See BPU's order below.
FEDERAL SCRUTINY: On September 27, 2025, the Department of Justice informed a federal court that BOEM intends to request a voluntary remand of its approval for Atlantic Shores South 1. If granted, this request would allow BOEM to reexamine its approval for the project and potentially deny approval in the future.
On March 14, 2025, EPA's Environmental Appeals Board remanded the air pollution permit for Atlantic Shores South 1. The permit is currently under review by EPA. Construction cannot proceed without an EPA permit. See the Environmental Appeals Board's order below.
