Oregon's Floating Offshore Wind Study

House Bill 3375 directed the Oregon Department of Energy (ODOE) to produce a report that "identifies the benefits and challenges of integrating up to 3 GW of floating offshore wind by 2030." ODOE released the report in September 2022

HB 4080 Oregon's Offshore Wind Road Map (with off-ramps)

The Oregon State Legislature passed HB 4080 in the 2024 short legislative session. The bill tasks the Oregon Department of Land Conservation and Development (DLCD) with implementing an offshore wind road map with off-ramps for the state. It also includes strong labor and community benefits requirements.

Oregon Approves Consistency Review with Conditions

The Oregon Department of Land Conservation and Development has issued its consistency review to BOEM stating that the proposed lease areas (WEAs) are compliant with Oregon laws and regulations, and included many positive conditions for wildlife, habitate, and the environment.

BOEM Releases Final Environmental Assessment (EA)

On August 13, 2024, BOEM released their final EA for Oregon, concluding that there were no significant environmental impacts. They will continue to work through their Oregon Intergovernmental Renewable Energy Task Force which consists of federal, state, local, and Tribal representatives to coordinate on potential leasing, which is expected to be held for two Wind Energy Areas later this year.

Biden-Harris Administration Announces First Wind Lease Sale Offshore Oregon

The Department of the Interior announced on August 29, 2024, it will hold an offshore wind energy lease sale off southern Oregon. The two areas to be auctioned on October 15, 2024, by the Bureau of Ocean Energy Management could potentially generate more than 3.1 gigawatts of clean, renewable energy if fully developed, which could power approximately one million homes.
