Offshore Wind Power Hub

The U.S. Department of Interior has signed agreements with several offshore renewable energy leaseholders to terminate their leases in exchange for payment. These include:

• TotalEnergies (OCS-A 0545 and OCS-A 0538) - $978 million
• Bluepoint Wind (OCS-A 0537) - $765 million
• Golden State Wind (OCS-P 0564) - $120 million
• Invenergy (OSC-A 0542, OCS-A 0562, OCS-A 0567, and OSC-P 0565) - $765 million
• Duke Energy (OCS-A 0546) - $129 million
• RWE (OCS-A 0539, OCS-G 37334, and OCS-P 0561) -  $1.22 billion

As a result, TotalEnergies, Bluepoint, Golden State, Invenergy, Duke Energy, and RWE will no longer develop offshore wind projects in these lease areas, and their lease areas have been marked "Withdrawn."

On December 22, 2025, the Department of the Interior paused the leases and issued stop-work orders to five projects off the East Coast due to unspecified national security concerns. All five projects—Coastal Virginia Offshore Wind, Empire Wind, Revolution Wind, Sunrise Wind, and Vineyard Wind—have been granted temporary permission to resume construction after filing complaints against Interior in federal court.
